This is the question that costs people the most time, because getting it backwards usually means starting over.

A U.S. document going abroad — apostille the original first, then translate. The apostille certifies the original document; if you translate first, the state has nothing to authenticate. 

A Russian document being used here — it needs a certified English translation. Any apostille had to be issued in the country of origin. 

Some consulates want the apostille translated too. Which ones changes, so ask before you order.
